NOAC Annual Reports
NOAC was established on 1 July 2014 under the Local Government Reform Act 2014. Since that year NOAC has produced an annual report which outlines the yearly work programme and major events of interest.

This is the sixth annual report of the National Oversight and Audit Commission (NOAC), covering the period 1 January – 31 December 2019. During 2019, NOAC developed the Strategy and Framework Work Programme 2020 – 2022. Work also commenced in 2019 to develop a branding and website for NOAC. Work continued in 2019 on the Local Authority Customer Satisfaction survey and reviews of aspects of Financial Performance as well as the annual Performance Indicators and Public Spending Code Quality Assurance reports.

This is the fifth annual report of the National Oversight and Audit Commission (NOAC), covering the period 1 January – 31 December 2018. Among the work progressed during the year was the compilation of the 2017 Report on Local Authority Performance Indicators and the publication of the first of 3 surveys on local authority customer engagement. A survey was also completed of local authorities and a review published on the working of local authority audit committees.

This is the fourth annual report of the National Oversight and Audit Commission (NOAC), covering the period 1 January – 31 December 2017. During the year NOAC published the review of the performance by local authorities of their functions of managing and maintaining their own housing stock. NOAC also commenced compiling profiles and meeting with the Chief Executives.

This is the third annual report of the National Oversight and Audit Commission (NOAC), covering the period 1 January – 31 December 2016. This year seven sub-groups were in operation in the areas of performance indicator reporting in local authorities, customer surveys, financial performance, housing studies, Local Enterprise Offices (LEOs), reporting under the Public Spending Code (PSC) and the oversight of efficiency reform implementation through the PMO Projects subgroup established in 2016.

The second annual report of the National Oversight and Audit Commission (NOAC), covers the period 1 January – 31 December 2015. Work progressed well during the year, resulting in the publication of the 2014 Report on Performance Indicators in local authorities, a report on NOAC’s review of the adequacy of Local Authority Corporate Plans 2015-2019 and the outcome of a local authority housing tenant experience and satisfaction survey carried out by Behaviour & Attitudes for NOAC.

The first annual report of the National Oversight and Audit Commission (NOAC), covers the period 1 July – 31 December 2014. NOAC was set up to provide independent scrutiny of local government performance in fulfilling national, regional and local mandates, including performance in respect of its financial resources. Its establishment is part of the reform process provided for in the Local Government Reform Act 2014 and is a very significant development in public accountability at local government level.
